2004-2005 DRUG AWARENESS SPEECH CONTEST

The speech contest is open to students who are full-time students in a Texas high school or comparable educational program, be a junior or senior at the time of the District 2-E2 contest, and be sponsored by a Lion/Lioness/Leo Club in Lions District 2-E2. Prizes at the Lions district contest will be:

First $1000 scholarship
Second $500 savings bond
Third $250 savings bond

The topic for this year is:

HOW WOULD YOU EDUCATE THE YOUNGER GENERATION ABOUT SUBSTANCE ABUSE?

Contest rules, eligibility requirements, and application are enclosed with this cover letter. Read them carefully, failure to follow all instructions and requirements may result in disqualification. Scholarships will be paid directly to the college of your choice. The scholarship must be used no later than two years following the recipient?s graduation. District and State rules are the same.

Your local Lions Club will determine the selection process at the local level. Winners of local contests will represent their sponsoring club at the Lions District 2-E2 Mid-Winter Conference to be held January 22, 2005 at the Holiday Inn Motel on US Highway 75 in Sherman, Texas. The District 2-E2 winner will then compete at the Lions State Convention in Waco May 28, 2005. Prizes at the State level will be:

First $1000 scholarship
Second $500 scholarship

The sponsoring club and the Drug Awareness Council will be responsible for entry fees and getting contestant to contests.

LIONS CLUBS INTERNATIONAL DISTRICT 2-E2 DRUG AWARENESS COUNCIL, INC.

DRUG AWARENESS SPEECH CONTEST RULES These rules were established for the MD-2 Youth Outreach Speech Contest and are being followed at the District and State contests.

1. The topic for the speech will be HOW WOULD YOU EDUCATE THE YOUNGER GENERATION ABOUT SUBSTANCE ABUSE?.

2. The Drug Awareness Speech shall be delivered by the author, in competition with other contestants at a time appointed by the contest chairman.

3. Information, concepts, and ideas for the speech may be personal observations of past and current activities, news reports, television programs, movies, personal interviews, and don?t forget the Internet.

4. The speech shall be five to seven minutes in length.

5. Contestants may visit the speech presentation area, prior to the contest, use~the microphone, ask questions about contest facilities and procedures.

6. The use of notes and cue cards is prohibited.

7. A person shall be chosen by the Contest Chairman to serve as the Contest Monitor.

8. The Contest Monitor shall signal the contestant after the beginning of the speech when five minutes have elapsed, when six and one-half minutes have elapsed and shall stand when seven minutes have elapsed. After seven minutes have elapsed, five points shall be deducted from the contestant?s score. A contestant speaking less than five or more than seven and one-half minutes shall be disqualified. Should any disturbance occur during a speech, the Contest Monitor shall adjust the time to permit use of the full time allowed.

9. Contestants shall remain outside the contest room until invited to enter by the Contest Chairman.

10. Before the contestants enter the contest room, the audience is asked to refrain from applauding or otherwise celebrating until all contestants have delivered their speeches.

11. No one is allowed to enter the contest room during a speech.

12. Upon entering the contest room, contestants shall state only their names and then shall deliver the speech.

13. Contestants may remain in the contest room to hear the speeches of other contestants.

14. When all speeches have been delivered, contestants shall assemble in the order of their presentations to state their names, hometowns, ages, schools, grade levels, and sponsoring Lions Clubs. The audience may collectively applaud upon the completion of the process.

15. Persons involved in the conduct of the contest, as well as parents, chaperones, and guests may be introduced.

16. Judges combined scores shall be verified and contestants are to be ranked in descending order according to scores. Contestants with the same total scores shall receive the same rank.

2004-2005 DRUG AWARENESS SPEECH CONTEST

The District 2-E2 Drug Awareness Speech Contest will be held Saturday, January 22, 2005 at the Holiday Inn on US Highway 75, Sherman, Texas during the Mid-Winter Conference. The topic will be How Would You Educate The Younger Generation About Substance Abuse? Each contestant must be a full time student in a Texas high school or comparable educational program, be a junior or senior at the time of the District 2-E2 contest, and be sponsored by a Lion/Lioness/Leo Club in District 2-E2. The rules for the District 2-E2 contest will follow the rules established by MD-2. MD-2 rules and eligibility qualifications are included with this information. Read them carefully. Prizes at the district level will be:

1st $1000 scholarship
2nd $500 savings bond
3rd $250 savings bond

The scholarship will be held until the winning contestant is enrolled in college. Scholarships must be collected no later than two years following the recipient?s graduation. Unclaimed scholarships will revert to the general fund of the Drug Awareness Council.

An entry fee of $25.00 is to be paid by the sponsoring club to the Drug Awareness Council. The entry fee and application is to be returned to me no later than January 15, 2005. You may only sponsor one contestant in the speech contest. In addition to the entry fee, the sponsoring Lions Club is also responsible for the transportation of the contestant to the District competition at the Holiday Inn Motel. NOTE: There will be no refund of entry fees if your clubs contestant fails to participate.

The winner of the District Speech Contest will be announced during the Saturday luncheon at the Mid-Winter Conference. The winner will present his or her speech at that time. Clubs are asked to purchase a luncheon ticket for their contestant so they will be present for the announcement and to present their speech in the event he/she is the winner. Clubs who sponsored a first, second, or third place winner will be reimbursed for the luncheon cost. The District winner will be expected to represent District 2-E2 at the State Convention in Waco May 28, 2005.

The Drug Awareness Council will pay the contestant?s entry fee for the State Contest, along with meals and hotel room. The club that is the sponsor of the district contest winner is responsible for the contestant?s transportation to the contest. Additional family members or chaperones that wish to attend must pay their own expenses. The enclosed rules and application should be copied and distributed to schools in your area.

MD-2 YOUTH OUTREACH ELIGIBILITY RULES

1. A club may sponsor no more than one contestant.

2. A false statement on the entry application causes disqualification.

3. Contestants may be required to use a microphone.

4. Contestants shall draw for contest participation positions and shall remain outside the contest room until instructed to enter by the Contest Chairman.

5. All MD-2 contests shall be conducted in the English language and contestants, during contest presentations, shall speak English.

6. Scholarships must be collected no later than two years following the recipient?s date of graduation and will be paid directly to the recipient?s school of choice upon proof of enrollment. Uncollected scholarships will be forfeited and returned to the general fund. Scholarships are held in trust until collected by the recipient or forfeited.

7. The district and/or club shall be responsible for all expenses not paid for by the Council of Governors for each contestant at the state contest.

8. District Speech contest winner will be required to furnish two wallet-sized color photographs (head and shoulders close-up). Savings bond recipients will be required to furnish their Social Security number, which is required to purchase a savings bond.

Note: These rules generally apply to all Youth Outreach contests.


State Rules:

The presentation should analyze the problem and present a solution. Research for this topic can be conducted by interviewing school officials, teachers, judges, law enforcement personnel, probation personnel, counselors, juvenile court officials, medical personnel and by using the library. The topic is broad and allows the contestant considerable lead way in proposing the plan. Sources of data and quotes should be identified by title and date published (year if known). Innovative, practical and reasonable ideas are welcomed. Each contestant must be a full time student in a Texas high school or comparable education program, must be a junior or senior class member at the time of the MD-2 convention and be sponsored by a Lion/Lioness/Leo Club in MD-2. The first place winner of each District contest is eligible in the State contest.

The speech will be from five (5) to seven (7) minutes in length. Notes, cue cards and video equipment may not be used at District or State contests. Contestants will be required to use either the stationary or hand held mike for presentation. A monitor will signal contestants at five (5) minutes and at six (6) minutes. At seven (7) minutes, the monitor will signal and five (5) points will be deducted from contestant?s score. A speech or less than five (5) or more than seven (7) and a half(7 1/2) minutes will be disqualified. Should a disturbance occur during a speech, the monitor will adjust the time accordingly.

Contestants will draw for positions and remain outside the contest area until their turn. Contestants will not give any self-introduction but give the title of their speech and then deliver the speech. The audience should be informed before the first speaker to not applaud at the end of the speech. Contestants may remain to hear following speeches.

After all speeches have been delivered, the contestants will assemble at the lectern in order of their presentations, and will give their name, age, school, grade and sponsoring district and club. All persons connected with the contest shall be introduced, including judges, monitors, VIPs, etc.

The area must have good acoustics, be free from outside noises and disturbances, and have controlled access. No one will be allowed to neither enter during a speech nor leave until judges have finished scoring the contestant. The state contest may be filmed. All contestants may visit the stage area, be shown the area of mike pick-up, test voice on mike for sound level and be allowed to ask questions concerning the contest, the speaker?s area, procedures, grading scorecards, etc.

Names of winners will not be disclosed until the announcement at the Saturday Luncheon. The winner will present his/her speech at that time. The winner will receive a $1,000.00 scholarship and the runner-up will receive a $500.00 scholarship. A receipt from a college, junior college or vocational school for registration or a request for payment from the registrar will qualify and the scholarship money will be sent to the school. The scholarship grant awards must be collected no later than two years following the recipient?s graduation from high school.

The entry fee of $200.00 must be submitted with the contest application along with TWO photographs of the contestant and should be received by the state contest chairman immediately following the district contest or no later than May 6, 2005. The MD-2 convention will be responsible for providing 3 meals and lodging at the convention for the contestant. The sponsoring District shall be responsible for all expenses not paid by the MD-2 convention for their contestant and chaperones.

    2004-2005 Drug Awareness Poster Contest

    The poster contest is open to students in grades 3 through 12. The four divisions are:

    (1) grades 3-4,

    (2) grades 5-6,

    (3) grades 7-9

    (4) grades 10-12.

    There will be first, second and third place prize winners in each division. Prizes will be as follows:

    1st $200 savings bond

    2nd $100 savings bond

    3rd $ 50 savings bond

    This year?s theme will be The dangers and or consequences in the use of drugs or tobacco. The poster must depict this theme. How it is presented will be left to the student?s discretion, however, all artwork must be hand drawn. Quality of the work, clarity of the message, originality and spelling will be the criteria used to determine the winners in each division.

    Your local Lions Club will determine the selection process at the local level. The Club will forward the winning posters to the district contest. The district contest will be held during the District 2-E2 Midwinter Conference scheduled for January 21&22, 2005 at the Holiday Inn in Sherman. Contest winners will be announced at that time.

    The sponsoring club will be responsible for entry fees and getting the posters to the district contest.

    1. THE CONSTRUCTION OF THE POSTER MUST BE THE WORK OF THE STUDENT WITHOUT THE HELP OF PARENTS OR OTHER PERSONS. ARTWORK MUST BE HAND DRAWN.

    2. THE POSTER MUST BE A SIZE OF 14X22 INCHES AND MUST BE CONSTRUCTED ON POSTER BOARD.

    3. THE POSTER MUST BE FREE STANDING OR BE ABLE TO BE TAPED TO A WALL OR OTHER FLAT SURFACE.

    4. THE POSTER MUST EITHER HAVE THE BOTTOM HALF OF THE APPLICATION AFFIXED TO THE BACK SURFACE OF THE POSTER, OR ALL INFORMATION REQUESTED MUST BE LEGIBLY WRITTEN ON THE BACK SURFACE OF THE POSTER.
